NOTES OF MEETING
 
 
Minutes of the meeting held at Scamblesby Village Hall on Monday 23 February 2026 commencing at 7.30pm.
 
Present: Mr R Gleeson (Chairman), Cllr D Simpson (also ELDC), Cllr P Myers, Cllr J Duncumb (Vice Chairman), Cllr J W Turbin

1/2026 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
 
Apologies were received from
 
2/2026 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act.
 
Cllr Simpson declared an interest in item 8.2026 as he was acquainted with the internal auditor.
 
3/2026 CHAIRMAN'S REMARKS AND CLERKS REPORTS
 
The telephone box is now in use.
 
 
4/2026 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 15 DECEMBER 2025.
Cllr Simpson proposed, Cllr Gleeson seconded acceptance of the minutes. Cllr Gleeson signed the minutes.
 
5/2026 PLANNING APPLICATION.

 
To Note
Application reference 02751/125/FUL. Planning Permission – Erection of a boundary fence maximum height 1.8m. Land adjacent to Slates Bungalow, Bluestone Heath Road Cadwell, Lincolnshire.
The Parish council had no comment to make.

 
6/2026 TO APPROVE THE PAYMENTS FOR FEBRUARY 2026
Cllr Simpson proposed, Cllr Myers seconded and Cllrs unanimously approved the following payments:-

7.2026 BUS SHELTER
Cllr Simpson had approached a contractor contracted by Lincolnshire County Council who was assessing the bus shelter. The contractor had reported to LCC the need to repaint the bus shelter. Cllr Simpson would raise the issue with Mr McGonigle.

 
8.2026 PREPARATION FOR INTERNAL AUDIT

TO APPOINT AN INTERNAL AUDITOR

 
Proposed Cllr Gleeson, seconded Cllr Turbin to appoint the same auditor as in previous years (Riverside Accounting). Cllr Simpson declared an interest.

 
9/2025 ANY OTHER BUSINESS.

 
Highways issues were discussed. (Mill Lane, Chapel, Lane, Watery Lane). Cllr Simpson continues to work with highways and Mr McGonigle regarding the water on Mill Lane. Cllr Simpson would also submit FIXMYSTREET reports on the pot holes on Watery Lane and the water leak on South Street/Mill Lane.

 
Cllr Simpson had chased up removal of the dustbin frames associated with old recycling centre.

 
The Information sign which had been removed from the Methodist Hall would be placed on the end of the bus shelter.

Thursday 14 May 2026. Meeting with Parishioners 7pm. Annual Meeting of Parish Council 7.30 pm.
The meeting closed at 8.15 pm.
