NOTES OF MEETING
Minutes of the meeting held at Scamblesby Village Hall on Wednesday 27 March 2024 commencing at 7.30pm.
Present: Cllr Gleeson (Chairman) Cllr J Duncumb, Cllr P R Myers, Cllr J W Turbin. Cllr D Simpson

PUBLIC FORUM – Public Participation (maximum 10 minutes)
There was no public forum as there were no members of the public.
1/2024 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
There were no apologies.
2/2024 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act.
There were no declarations of interest.
3/2024 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 6 DECEMBER 2023.
Cllr Turbin proposed, Cllr Myers seconded acceptance of the minutes. Cllr Gleeson signed the minutes.
4/2024 CHAIRMAN'S REMARKS AND CLERKS REPORTS
The clerk had responded to the East Lindsey Local Plan – Services And Facilities Review Survey on amenities and highlighted that the pre school is open, the Methodist chapel is a private dwelling and there is no mains drainage.
Cllr Gleeson and Cllr Simpson had attended the Village Hall AGM. A new Chairperson and Treasurer had been appointed. The parish council noted that the village hall were submitting a variation on the licence to operate.
5/2024 TO APPROVE THE PAYMENTS FOR MARCH 2024
Cllr proposed, Cllr Myers seconded and Cllrs unanimously approved the following payments:-

6/2024 TO DISCUSS THE REFURBISHMENT OF THE TELEPHONE KIOSK
Works had been completed by National Grid to disconnect the supply of electricity to the telephone box. Volunteers would paint the telephone box when the weather improved. Cllr Gleeson would look into obtaining the replacement of the door to the telephone box.
7/2023 TO DISCUSS THE CONDITION OF THE BUS SHELTER.
The bus shelter would also be addressed by a working party in the spring. The information board would be attached to the bus shelter.
8/2023. PLANNING APPLICATIONS
To Note
N/149/00124/24. Scamblesby Village Hall. Section 191 application to determine the lawful use of a village hall to be used for breakfast club.
N/149/00455/24. Former Methodist Church, Chapel Lane, Scamblesby. Non material amendment to that previously approved under Planning Permission ref no. N/149/01830/23.
9/2024 ANY OTHER BUSINESS
Discussion took place regarding the possibility of purchasing sand bags for use in the event of future flooding. This would be investigated.
10/2024 DATE OF NEXT MEETING
The next meeting would take place on 15th May 2024.
