Minutes Meeting with Parishioners 15 May 2024


 

Notes from the Scamblesby with Cawkwell Annual Parish Meeting 15 May 2024 at 7.00pm

Chair: Russ Gleeson – Chairman of the Parish Council

Present: Cllr Gleeson, the Chairman, Cllr D Simpson (also ELDC councillor), Cllr J W Turbin, Cllr P Myers, Clrl J Duncumb.

In attendance: ELDC Cllr Simpson. Viv Davies, (Clerk)

Present: There were 28 residents present.

1. Approval of the minutes of the last meeting (17 May 2023) – Approved with no changes

2. Annual report from the Parish Council Chairman –

The Chairman welcomed the parishioners. Thanks were given to those who live in and around Scamblesby who give their time and resources. The council continues to meet. The parish council has two vacancies and parishioners are invited to join the parish council.

The main issues have been to continue to progress the phone box and the bus stop. The Parish Council has the funding in their reserves to refurbish the Phone Box. Two volunteers from the community have volunteered to take on the project. The Parish Council had looked at moving the phone box into a barn and it was then discovered that the electricity supply needed to be disconnected. The works had been completed by National Grid contractors.

A new committee had been formed as the treasurer had passed away and the secretary had moved away.

FINANCE

All payments are subject to approval by the Parish council and are supported by an invoice.

The c/f figure into 2023-24 is £2885.20

  1. Open forum

 

A resident discussed the internet provision. The parish council had looked into the Rural Gigabyte scheme previously and it was not financially viable in Scamblesby. The costings were in the hundreds of £100,000’s which would have had to have been underwritten by the Parish Council, which is not within the Parish Council’s financial capabilities. Cllr Myers was previously approached by Quickline who wanted to put up a mast near his property. When they did a survey of the village this was not progressed and it was presumed this was as they had found it not financially viable. Cllr Myers would make further enquires with Quickline. Discussion took place as to how parishioners had overcome the broadband issue. Most people use an external aerial.

Village Hall

Cllr Simpson outlined the situation. The nursery had moved to the village Hall. At that time there were discussions between the school the county council and the nursery and the school had pulled away from use. The Piggywigs nursery moved into the village hall. As an unintended consequence a complaint was put into the district council relating to highways and parking. An enforcement officer had deemed that the Village Hall did not have the appropriate class of use to enable Piggywigs to operate. Therefore planning permission was required. It had been attempted to get a Certificate of Lawful use which would have avoided a consultation period. The district council had deemed that a full planning application was required for change of use which would be at cost to the Village Hall. Discussion took place regarding the parking Issues for the school and Piggywigs. Parking had always been an issue for School and nursery traffic.

A parishioner pointed out that a structural survey had taken place about 15 years ago and the building required to be propped. The issue with planning permission may highlight structural issues.

Once the planning issue was resolved Village Hall funds would be built up.

Green Man Public House.

N/149/00530/24 GREEN MAN INN, OLD MAIN ROAD, SCAMBLESBY, LOUTH, LN11 9XGPlanning Permission - Change of use and conversion of the existing public house to a dwelling with associated detached garage, and erection of a detached dwelling with attached garage on the site of the former car park.

 

Parishioners had organised a petition opposing the application. The Green Man is currently up for sale and it was thought that there may have been an offer for the purchase price.

 

The parish council had submitted an application to register the Green Man as a community asset. The Parish council is a statutory consultee and would submit their comments to oppose the application.

 

The planning application would go to the planning committee for consideration. At this meeting there is an opportunity for only one representative of the objector to speak and also for the applicant to speak. When the date of the planning committee is set one representative would be assigned.

 

A planning officer dealing with the application is a contractor from a private company. This is due to workload in East Lindsey Planning Department.

 

 

Cllr Simpson reported the following

 

The District council were looking into maintenance of water courses. The district councils were in consultation with central government to effectively fund the drainage boards. During storm Babet the electricy bill for Lindsey Drainage board to run the pumps for the flooding were £178k.
