NOTES OF MEETING
Minutes of the meeting held at Scamblesby Village Hall on Wednesday 4 September 2024 commencing at 7.30pm.
Present: Cllr J Duncumb (Vice Chair and Chair for this meeting), Cllr P R Myers, Cllr J W Turbin, Cllr D Simpson (also ELDC)

PUBLIC FORUM – Public Participation (maximum 10 minutes)
There was no public forum as no public were present.
24/2024 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
Apologies were received from Cllr R Gleeson.
25/2024 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act.
There were no declarations of interest.
26/2024 CHAIRMAN'S REMARKS AND CLERKS REPORTS
There were no issues
27/2024 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 15 MAY 2024.
Cllr Simpson proposed, Cllr Turbin seconded acceptance of the minutes. Cllr Duncumb signed the minutes.
28/2024 TO APPROVE THE PAYMENTS FOR SEPTEMBER 2024
Cllr Simpson proposed, Cllr Duncumb seconded and Cllrs unanimously approved the following payments:-

20/2024 TO DISCUSS THE REFURBISHMENT OF THE TELEPHONE KIOSK AND BUS SHELTER
The kiosk had been cleaned and undercoat applied. The project would be completed as soon as possible.
22/2024. PLANNING APPLICATIONS
N/149/00530/24 GREEN MAN INN, OLD MAIN ROAD, SCAMBLESBY, LOUTH, LN11 9XGPlanning Permission - Change of use and conversion of the existing public house to a dwelling with associated detached garage, and erection of a detached dwelling with attached garage on the site of the former car park. Cllrs noted that this planning application had been withdrawn.
N/149/00761/24- Approved. Change of use of existing village hall to a mixed use to provide a village hall (Use Class F2(b)) and pre-school day nursery (Use Class E). SCAMBLESBY VILLAGE HALL, SOUTH STREET, SCAMBLESBY, LOUTH, LN11 9XF. Approved
N/149/00530/24 GREEN MAN INN, OLD MAIN ROAD, SCAMBLESBY, LOUTH, LN11 9XG – Application withdrawn. Change of use and conversion of the existing public house to a dwelling with associated detached garage, and erection of a detached dwelling with attached garage on the site of the former car park. Approved.
23/2024 ANY OTHER BUSINESS
A Cllr raised the issue of the new kissing gate installed on the parish land. This was large and was affecting the access which was required by the land owner. The landowner would meet with the footpaths department to discuss the issue.
