NOTES OF MEETING
Minutes of the meeting held at Scamblesby Village Hall on Wednesday 3 September 2025 commencing at 7.30pm.

30/20205 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
There were no apologies.
31/2025 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act.
There were no declarations of interest.
32/2025 CHAIRMAN'S REMARKS AND CLERKS REPORTS
The clerk reported that there was a consultation.
Biscathorpe wellsite, Land off High Street, Biscathorpe, Louth, Lincolnshire - Appeal Ref APP/Q2500/W/22/3296831 - Notice of Further Information
The Parish Council noted that the submission date for responses had been extended to September. The parish council would submit an objection.
33/2025 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 23 JULY 2025.
Cllr Simpson proposed, Cllr Turbin seconded acceptance of the minutes. Cllr Gleeson signed the minutes.
34/2025 PLANNING APPLICATION.
02604/25/FUL: Green Man Inn, Old Main Road, Scamblesby, Lincolnshire, LN11 9XG. Green Man Scamblesby Ltd. Change of use and conversion of existing public house to a dwelling with the erection of an associated detached garage, erection of a detached dwelling with attached garage on the site of a former car park and the demolition of existing outbuildings.
The Parish council had submitted a further objection to the application.
The parish council had submitted a further application to register the Green Man Inn as an asset of Community Value.
35/2025 TO APPROVE THE PAYMENTS FOR SEPTEMBER 2025
Cllr Simpson proposed, Cllr Turbin seconded and Cllrs unanimously approved the following payments:-

Proposed Cllr Gleeson, seconded Cllr Simpson approval of the NALC clerk salary award from £14.36 to £14.82 backdated to 1 April 2025. This equated to back pay of £15.64.
36/2025 TO DISCUSS THE REFURBISHMENT OF THE TELEPHONE KIOSK AND BUS SHELTER
Extreme thanks were given to Tim Hannam and Jeremy Phillips for their work on refurbishment of the phone box. Discussion took place regarding shelving. As the phone box was on a slight incline it was proposed that the shelving be installed with at a slight incline on the back wall. A metal bracket shelving system was proposed. A small noticeboard could be incorporated. Tim Hannam would obtain quotations for the shelving. Cllrs resolved to raise a cheque for the shelves when the quotation was received.
The Bus Shelter would also be refurbished in due course.
37/2025 ANY OTHER BUSINESS.
Overgrown Vegetation on the roadside had been reported to highways. Highways had responded that no action would be taken at the moment as this was part of a wider improvement scheme.
During the British Superbike event taking place at Cadwell, residents had been unhappy with the level of traffic which passed through Scamblesby. Cllr Simpson agreed to visit the Cadwell management to raise the issue. He would also speak to LCC Cllr A McGonigle regarding the problem.

The next meeting would take place on Monday 15 December 2025.
