NOTES OF MEETING
 
 
Minutes of the meeting held at Scamblesby Village Hall on Wednesday 23 September 2025 commencing at 7.30pm.
 
Present: Cllr J Duncumb (Vice Chairman and Chair for this meeting, Cllr J W Turbin, Cllr D Simpson (also ELDC), Cllr P Myers,
 
In attendance , Mrs V Davies, Clerk, LCC Cllr A McGonigle.
No members of the public present.

22/20205 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
Apologies were received and accepted from Cllr R Gleeson (Chairman)
 
23/2025 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act.
 
There were no declarations of interest.
 
24/2025 CHAIRMAN'S REMARKS AND CLERKS REPORTS
 
The clerk reported that there were two consultations.
 
Biscathorpe wellsite, Land off High Street, Biscathorpe, Louth, Lincolnshire - Appeal Ref APP/Q2500/W/22/3296831 - Notice of Further Information
The Parish Council noted that the submission date for responses had been extended to September. The parish council would meet in September to formalise their response.
 
Grimsby to Walpole Overhead Line.
 
The Parish council noted that Lincolnshire County Council oppose this proposal. However as this is a national infrastructure project LCC do not have the power to refuse the proposal and the decision taken by Secretary of State. LCC had received legal advise regarding this proposal. It was considered that this would have far reaching implications for the Lincolnshire AONB. It was considered that this proposal would result in further planning applications for Data Centres and Solar panel farms. The parish council noted that Data centres consume a lot of water and water consumption should be a major consideration. The Parish Council would submit a response to the consultation.
 
25/2025 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 19 MAY 2025.
Cllr Simpson proposed, Cllr Turbin seconded acceptance of the minutes. Cllr Duncumb signed the minutes.
 
26/2025 PLANNING APPLICATION.
02604/25/FUL: Green Man Inn, Old Main Road, Scamblesby, Lincolnshire, LN11 9XG. Green Man Scamblesby Ltd. Change of use and conversion of existing public house to a dwelling with the erection of an associated detached garage, erection of a detached dwelling with attached garage on the site of a former car park and the demolition of existing outbuildings.

 
The parish council had previously applied for the Green Man Inn to be an asset of Community Value. This had previously been rejected. The Parish council resolved to resubmit an application to register the Green Man as an asset of community value.

 
The Parish Council had previously objected to the application. As this had been resubmitted, the Parish Council resolved to submit a further objection to the application. Any Parishioners who had previously objected would also need to resubmit their objections.

 
02751/25/FUL - Erection of a safety fence around a dog exercising area to
a maximum height of 1.8m. Land Adjacent , Bluestone Heath Road, Cadwell, Lincolnshire, LN11 9SF.

 
The Parish Council approved the application.
 
27/2025 TO APPROVE THE PAYMENTS FOR JULY 2025
 
Cllr Simpson proposed, Cllr Turbin seconded and Cllrs unanimously approved the following payments:-

28/2025 TO DISCUSS THE REFURBISHMENT OF THE TELEPHONE KIOSK AND BUS SHELTER
The replacement door had been collected and would be fitted.

 
The Bus Shelter would also be refurbished in due course.
