NOTES OF MEETING
 
 
Minutes of the meeting held at Scamblesby Village Hall on Monday 15 December 2025 commencing at 7.30pm.
 
Present: Mr R Gleeson (Chairman), Cllr D Simpson (also ELDC), Cllr P Myers,

Thanks were given to Tim Hannam and his team for their efforts in refurbishment of the telephone kiosk.
 
39/20205 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
 
Apologies were received from Cllr J Duncumb (Vice Chairman), Cllr J W Turbin
 
40/2025 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act.
 
There were no declarations of interest.
 
41/2025 CHAIRMAN'S REMARKS AND CLERKS REPORTS
 
The Village Hall Committee had agreed to waive our rental charges for the village hall.
 
 
42/2025 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 3 SEPTEMBER 2025.
Cllr Simpson proposed, Cllr Gleeson seconded acceptance of the minutes. Cllr Gleeson signed the minutes.
 
43/2025 PLANNING APPLICATION.

 
Application reference 03586/25/FUL. Planning Permission - Change of use of existing holiday cottage to form a residential dwelling for an agricultural worker. Keepers Corner Flintwood Farm Hemingby Road Belchford Lincolnshire LN9 5QN

 
The Parish council had no comment to make.

 
The Parish council that the application for the Green Man to become a community asset had been rejected.
 
44/2025 TO APPROVE THE PAYMENTS FOR DECEMBER 2025
Cllr Simpson proposed, Cllr Myers seconded and Cllrs unanimously approved the following payments:-

TO AGREE THE BUDGET FOR 2026-2027
Councillors considered the budget for 2026-2027. Cllrs resolved to approve the budget. Income £3376, Expenditure £3376 with a precept of £3150. This represented an increase of 5%.
45/2025 TO DISCUSS THE REFURBISHMENT OF THE TELEPHONE KIOSK AND BUS SHELTER
Extreme thanks were given to Tim Hannam and Jeremy Phillips for their work on refurbishment of the phone box.

 
Cllr Simpson had approached a contractor contracted by Lincolnshire County Council who was assessing the bus shelter. The contractor had reported to LCC the need to repaint the bus shelter.

 
TO DISCUSS THE FIELD RENTAL RATE

 
Proposed Cllr Myers, seconded Cllr Gleeson and approved by all councillors to increase the field rental rate from £180 to £200.

 

 
46/2025 ANY OTHER BUSINESS.

 
Cllr Myers raised the issue of the standing water in Mill Lane. This had previously been reported on FIX MYSTREET. Cllr Simpson would contact Cllr McGonigle.

 
Cllrs noted that the Village Hall would no longer charge for use of the village hall. There were bookings every evening but should the parish council provide the dates in advance the village hall would reserve the bookings. The clerk would email councillors to fix the dates for the meetings on Mondays and Thursdays.

 
Cllr Simpson would chase up removal of the dustbin frames.

The next meeting would take place in February/March 2026
