NOTES OF MEETING
 
 
Minutes of the Annual meeting held at Scamblesby Village Hall on Monday 19 May 2025 commencing at 7.05pm.
 
Present: Cllr R Gleeson (Chairman), Cllr J W Turbin, Cllr D Simpson (also ELDC), Cllr P Myers, Cllr J Duncumb (arrived 7.28 pm).
 
In attendance , Mrs V Davies, Clerk
No members of the public present.

10/2025 ELECTION OF CHAIRMAN
Proposed Cllr Myers Seconded Cllr Simpson to elect Cllr Russ Gleeson of Chairman. Cllr Gleeson signed the acceptance of office.
 
11/2025 ELECTION OF VICE CHAIRMAN
 
Proposed Cllr Gleeson seconded Cllr Myers and approved by all Cllrs to elect Cllr Duncumb as Vice Chairman.
 
12/20205 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
There were no apologies.
 
13/2025 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act.
 
There were no declarations of interest.
 
15/2025 CHAIRMAN'S REMARKS AND CLERKS REPORTS
 
The parish council noted that the defibrillator was now out of warranty.
 
The clerk advised that it is was now recommended (not mandatory) that the parish council adopt gov.uk email addresses for all email correspondence. The guidance states “Every authority must have a generic email account hosted on an authority owned domain, for example clerk@abcparishcouncil.gov.uk or clerk@abcparishcouncil.org.uk rather than abcparishclerk@gmail.com or abcparishclerk@outlook.com. The annual Governance statement issued at year end 2025-26 will ask if this new process is in place. Cllrs resolved that until the requirement for the parish council to move to gov.uk email accounts became mandatory the parish council would continue with the current email accounts.
 
16/2025 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 24 FEBRUARY 2025.
Cllr Simpson proposed, Cllr Turbin seconded acceptance of the minutes. Cllr Gleeson signed the minutes.
 
17/2025 TO APPROVE THE PAYMENTS FOR MAY 2025
 
Cllr Simpson proposed, Cllr Turbin seconded and Cllrs unanimously approved the following payments:-

18/2025 ANNUAL RETURN 2024-2025
a) To approve Asset Register
Proposed Cllr Gleeson seconded Cllr Simpson and agreed by all Cllrs approval of the asset register.
b)To note the Annual Financial Report. 2024 – 2025
Cllrs noted the Annual Financial Report. Proposed Cllr Simpson, seconded Cllr Turbin and unanimously agreed by all Cllrs to approve the Annual Financial Report.
c) To note the annual Bank Reconciliation 2024 – 2025
Proposed Cllr Gleeson seconded Cllr Myers and unanimously agreed by all Cllrs to approve the Annual Bank Reconciliation.
d) To Execute Certificate of Exemption 2024 – 2025
The Parish Council declared itself as exempt from exempt from a limited assurance review under Section 9 of the Local Audit (Smaller Authorities) Regulations 2015. Proposed Cllr Simpson, seconded Cllr Myers and unanimously agreed by all Cllrs. The Certificate of Exemption was signed by the Chairman and the Clerk.
e) To Execute review of effectiveness of internal audit 2024 – 2025
Cllrs considered the internal audit. Proposed Cllr Gleeson seconded Cllr Simpson and unanimously approved by all Cllrs to approve the Internal Audit Report.
f) To Execute Annual Governance Statement 2024 – 2025
The Council as a whole considered the effectiveness of the system of internal control and prepared the Annual Governance Statement (Section 1 of the Annual Return). Proposed Cllr Gleeson seconded Cllr Myers and approved by all Cllrs to approve the Annual Governance Statement.
Resolution

The council approved the annual Governance Statement which would be signed by Cllr Gleeson and the clerk on behalf of the Council.
g) To Approve Accounting Statements 2024 - 2025
The council as a whole considered the accounting statements (Section 2 Accounting Statements 2024/24). Proposed Cllr Gleeson seconded Cllr Myers and approved by all Cllrs the approval of the Accounting Statement.
Resolution:
The Parish Council approved the Accounting Statement. The statement was signed by the Chairman and clerk.
h) To Execute the Notice of Public Rights 2024 – 2025
Cllrs resolved that the dates that the public could exercise their rights to view the accounts would be Monday Tuesday 3 June 2025 to Monday 14 July 2025
i) To note the Variances 2024-24
Cllrs noted the variances and the explanations for the variances between the income and expenditure for 2024-2025 compared to 2023-2024. Proposed Cllr Simpson seconded Cllr Gleeson and approved by all councillors to approve the variances.
j) Summary of Income 2024-2025
Cllrs noted the summary of income.
19/2025 TO DISCUSS THE REFURBISHMENT OF THE TELEPHONE KIOSK AND BUS SHELTER
The replacement door had been collected and would be fitted.

 
The Bus Shelter would also be refurbished when the weather improves.

 
20/2025. PLANNING APPLICATIONS

 
To Note
02093/25/FUL. Danesgarth, Mill Lane, Scamblesby, Lincs. LN11 9XP. Extensions ad alterations to the existing dwelling and annexe to provide additional living accommodation and erection of a detached double garage. Approved.

 
21/2025 DATE OF NEXT MEETING
The next meeting would take place in September 2025.
The meeting closed at 7.35 pm.
