NOTES OF MEETING
Minutes of the meeting held at Wolds Methodist Centre, Chapel Lane, Scamblesby on
Wednesday 7 December 2022 commencing at 7.30pm.
Present: Cllr J Duncumb, Cllr R Gleeson, Cllr D Simpson, Cllr P R Myers, Cllr J W Turbin

PUBLIC FORUM – Public Participation (maximum 10 minutes)
Parishioners were concerned about a proposed development in Ings Lane and noted planning for an environmental impact assessment. The Parish council had not received any consultation on planning and would comment if and when a planning application was submitted.
In the meantime the Parish council would write to the planning department regarding siting of caravan and removal of hedging in an AONB area.
44/2022 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
No apologies were received.
45/2022 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act.
None received. Cllrs had verified that the declarations of interest were correct and up to date.
46/2022 CHAIRMAN'S REMARKS

47/2022 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 26 MAY 2022.
Cllr Simpson proposed, Cllr Gleeson seconded acceptance of the minutes. Cllr Gleeson signed the minutes.
48/2022. TO AGREE TO BUDGET FOR 2023-24. TO SET THE PRECEPT
Cllrs considered the budget. Proposed Cllr Simpson, seconded Cllr Gleeson and unanimously approved by all councillors to increase the precept by 9% to £2365. Councillors noted that a 13% increase was required to balance the budget but this part of the 3 year plan to get the finances to balance.
49/2022 TO APPROVE THE PAYMENTS FOR DECEMBER 2022
Cllr Simpson proposed, Cllr Gleeson seconded and Cllrs unanimously approved the following payments:-

Cllrs noted the following bank charges.

The bank statement reconciliation had been verified by councillors. Cllrs noted the expenditure v budget report.
49/2022. TO DISCUSS THE REFURBISHMENT OF THE TELEPHONE KIOSK
Cllr Gleeson would arrange for the refurbishment.
50/2022 TO DISCUSS THE CONDITION OF THE BUS SHELTER.
Cllr Simpson would make the necessary refurbishments to the bus shelter.
51/2022 APPOINTMENT OF INTERNAL AUDITOR
The Parish council resolved to appoint the same auditor as last year (Riverside Accounting).

The clerk advised that councillors were recommended to use a separate email account for parish council business. Councillors would advise the clerk of new email addresses.
