NOTES OF MEETING
Minutes of the meeting held at Wolds Methodist Centre, Chapel Lane, Scamblesby on
Thursday 22 September 2022 commencing at 7.30pm.

PUBLIC FORUM – Public Participation (maximum 10 minutes)
A member of the public requested an update on the telephone kiosk. Cllr Gleeson advised that the Parish council had spent some time securing the funding. The funding had now been secured and the adoption of the telephone kiosk will be progressed as soon as possible. The school were keen to take on the running of the project as a book exchange/public information point.
34/2022 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
Apologies were received from Cllr J W Turbin.
35/2022 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act. None received.
Thanks were given to Daniel Simpson for his years as chairman.
37/2022 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 26 MAY 2022.
Cllr Simpson proposed, Cllr Gleeson seconded acceptance of the minutes. Cllr Gleeson signed the minutes.
38/2022. TO APPROVE THE PAYMENTS FOR SEPTEMBER 2022

The bank statement reconciliation had been verified by councillors. Cllrs noted the expenditure v budget report.
39/2022. TO DISCUSS THE REFURBISHMENT OF THE TELEPHONE KIOSK
This had been discussed in the public forum.
40/2022 TO DISCUSS THE CONDITION OF THE BUS SHELTER.
Cllr Simpson would make the necessary refurbishments to the bus shelter.
41/2022 PLANNING APPLICATIONS
N/149/01686/22. Planning Permission - Installation of roof mounted solar PV array.
The Glebe, Main Road, Scamblesby, Louth, LN11 9XQ. The Parish council supported the application.
N/149/01451/22 Highfield House, Ings Lane, Scamblesby, Louth, LN11 9XT. The Parish council had no comment to make.
N/149/01376/22. Park View, Mill Lane, Scamblesby, Louth, LN11 9XP. Erection of a detached single garage. The Parish Council supported the application.
N/149/01013/22. Highfield House, Ings Lane,Scamblesby,LOUTH, Lincolnshire. LN11 9XT. Change of use, conversion of and alterations to an existing stable to provide an amenity building which is to include recladding and removal of existing asbestos cladding and roofing. The Parish council submitted the following comments.
Scamblesby Parish Council is concerned that the internal layout strongly suggests intended commercial use in the future: 2 x Wcs, Medical room. These appear excessive for private use but might well be essential if the facility is to be used for commercial purposes.
42/2022 ANY OTHER BUSINESS
Discussion took place regarding the condition of the noticeboard. Cllr Gleeson would look into refurbishment by obtaining replacement perspex.
Discussion took place regarding broadband. Quickline have the government contract to provide rural broadband for Lincolnshire. A planning notice had been posted. Further information would be distributed to councillors when available.

The meeting closed at 8.00 pm.
