NOTES OF MEETING
 
 
Minutes of the Annual meeting held at Wolds Methodist Centre, Chapel Lane, Scamblesby on
Thursday 26 May 2022 commencing at 7.30pm.
 
Present: Cllr J Duncumb, Cllr R Gleeson, Cllr D Simpson, Cllr J W Turbin, Cllr P R Myers

18/2022 TO ELECT A CHAIRMAN. CHAIRMAN TO SIGN ACCEPTANCE OF OFFICE.
 
Cllr Simpson proposed seconded Cllr Duncumb that Cllr Gleeson be elected as Chairman. Cllr Gleeson signed the acceptance of office.
 
19/2022 TO ELECT A VICE CHAIRMAN
 
Cllr Myers proposed, seconded Cllr Simpson that Cllr Duncumb be elected as Vice Chair.
 
20/2022 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
There were no apologies for absence.
 
21/2022 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act. None received.
 
Cllr Gleeson declared an interest in item 30/2022 N/149/00589/22.12. Planning application White House Farm.
 
22/2022 CHAIRMAN'S REMARKS
 
There was no report.
 
23/2022 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 24 MARCH 2022.
Cllr Simpson proposed, Cllr Gleeson seconded acceptance of the minutes. Cllr Gleeson signed the minutes.
 
24/2022 PUBLIC FORUM – Public Participation (maximum 10 minutes)
 
There were no members of the public present.
 
25/2022. TO APPROVE THE PAYMENTS FOR MAY 2022
 
Cllr Simpson proposed, Cllr Gleeson seconded and Cllrs unanimously approved the following Payments:-

Bank Statement. Community Account £12,813.87 (22.4.22)
Cllrs noted that ELDC had made an error and overpaid the precept. £9,000 had been paid instead of the £2170 requested. HSBC had written to the clerk who had given permission for
ELDC to reclaim the overpayment. Cllrs had reviewed the bank reconciliation
26/2022 ANNUAL RETURN FOR THE YEAR ENDED 31 MARCH 2022.
a)To note the Annual Financial Report. 2021 – 2022
Cllrs noted the Annual Financial Report.
b) To note the annual Bank Reconciliation 2021 – 2022
Cllrs noted the Annual Bank reconciliation.
c) To Execute Certificate of Exemption 2021 – 2022
The parish council certified itself as exempt from a limited assurance review under
Section 9 of the Local Audit (Smaller Authorities) Regulations 2015 and completed a Certificate of Exemption. Cllr Simpson proposed, Cllr Duncumb seconded and this was unanimously approved by all Cllrs. The statement would be signed by the Chairman and clerk.
d) To Execute review of effectiveness of internal audit 2021 – 2022
Cllrs noted the internal audit. Proposed Cllr Simpson seconded Cllr Myers and unanimously approved by all councillors to approve the Internal Audit Report.
e) To Execute Annual Governance Statement 2021 – 2022
The Council as a whole considered the effectiveness of the system of internal control and prepared the Annual Governance Statement (Section 1 of the Annual Return). Cllrs
approved the Annual Governance Statement.
Resolution

The council approved the annual Governance Statement which would be signed by the Chairman and the clerk on behalf of the Council.
f) To Approve Accounting Statements 2021 – 2022
The council as a whole considered the accounting statements (Section 2 Accounting Statements 2020/21). Proposed Cllr Simpson seconded Cllr Turbin and approved by all Cllrs the approval of the Accounting Statement.
Resolution:
The Parish Council approved the Accounting Statement. The statement would be signed by the Chairman and clerk.
g) To note the Variances 2021-22
Cllrs noted the variances.
h) To Execute the Notice of Public Rights
The dates that the public could exercise their rights to view the accounts would be Monday 13 June 2022 to Friday 22 July 2022..
27/2022 TO RATIFY POLICIES

Cllrs ratified the above policies.

 
28/2022. TO DISCUSS THE REFURBISHMENT OF THE TELEPHONE KIOSK

 
Cllr Gleeson had contacted the charity which owned the telephone kiosk and had drafted the application for the adoption. An administration payment is required circa £25. The clerk had enquired with Zurich insurance if the telephone kiosk would be covered under the insurance policy. Subject to the insurance clarification, it was proposed that the parish council adopt the telephone box. There were volunteers who would complete the work on the telephone kiosk.

 
Proposed Cllr Simpson, seconded Cllr Myers to adopt the telephone kiosk.

 

 
29/2022 TO DISCUSS THE CONDITION OF THE BUS SHELTER.

 
Cllr Simpson would refurbish the bus shelter using part of the grant funding from Cllr Andrews.

 
30/2022 PLANNING APPLICATIONS
 
To note.
N/149/00589/22. Planning Permission - Construction of a riding arena enclosed by post and rail fencing for private use. LAND AT WHITE HOUSE FARM, MILL LANE, SCAMBLESBY, LOUTH, LN11 9XP
Cllrs approved the application.
N/149/00504/22. Planning Permission - Erection of a single-storey granny annexe.  
HIGHFIELD HOUSE, INGS LANE, SCAMBLESBY, LOUTH, LN11 9XT
The Parish council supported the application.
 
31/2022. PLATINUM JUBILEE CELEBRATIONS

 
Cllr Gleeson reported on proposals for Jubilee Celebrations. The clerk would submit an application for a grant from ELDC.
32/2022 ANY OTHER BUSINESS
 
Discussion took place regarding the condition of the noticeboard. Cllr Gleeson would look into refurbishment.
 
The Parish Council approved the grant to St Martins Church of £300 for the churchyard. Proposed Cllr Gleeson, seconded Cllr Simpson and approved by all Cllrs.

The meeting closed at 8.10 pm.
 
The above meeting took take place at the Wolds Methodist Centre, Chapel Lane, Scamblesby and complied with Covid 19 regulations and in all respects to the conditions of hire the of the facility.
