NOTES OF MEETING
 
 
Minutes of the Annual meeting held at Wolds Methodist Centre, Chapel Lane, Scamblesby on
Thursday 24 March 2022 commencing at 7.30pm.

1/2022 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
Apologies were received from,. Cllrs PR Myers,
 
2/2022 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act. None received.
 
3/2021 CHAIRMAN'S REMARKS
 
There was no report.
 
4/2022 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 2 DECEMBER 2021.
Cllr Simpson proposed, Cllr Gleeson seconded acceptance of the minutes. Cllr Simpson signed the minutes.
 
5/2022 PUBLIC FORUM – Public Participation (maximum 10 minutes)
 
There were no members o the public present.
 
6/2022. TO APPROVE THE PAYMENTS FOR MARCH 2022
 
Cllr Simpson proposed, Cllr Gleeson seconded and Cllrs unanimously approved the following Payments:-

Bank Statement. Community Account £4,255.95 (22.2.22)
Cllrs had reviewed the bank reconciliation and reports of budget v actual expenditure..
TO NOTE THE MONTHLY BANK CHARGES LEVIED BY HSBC
 
HSBC were now charging a monthly fee of £8 plus £1 per cheque. It was noted that Lloyds and Natwest operated free banking for Parish Council. The Parish Council would look into transferring the banking arrangements.
 
7/2022 TO APPOINT AN INTERNAL AUDITOR
Cllr Simpson proposed to request Riverside accounts to complete the internal audit. Cllr Simpson seconded and this was approved by all Cllrs.
8/2022. TO RATIFY FINANCIAL REGULATIONS/STANDING ORDERS
Cllrs ratified the existing standing orders/Financial Regulations.
9/2022 TO REVIEW ASSET REGISTER
 
Cllrs reviewed the asset register and added the Common Land to the asset register. (No CL38. Common Land).
 
Proposed Cllr Simpson, seconded Cllr Simpson and agreed by all Cllrs to approve the Asset Register
 
10/2022 TO REVIEW THE RISK ASSESSMENT SCHEDULE.
 
Cllrs ratified the existing Risk Assessment schedule with no amendments.
 
11/2022 TO DISCUSS THE REFURBISHMENT OF THE TELEPHONE KIOSK.

 
Cllr Gleeson reported the school is keen to be involved and take on the running of the converted telephone kiosk which is currently owned by a charity. The charity are happy to hand over to the community. Cllr Gleeson had raised questions regarding the liability for the repairs to the phone box. Cllr Gleeson would chase the responses to his questions and notify Cllrs when this had been received. A grant of £300 from Cllr Andrews at ELDC had been received.

 
12/2022. TO DISCUSS THE CONDITION OF THE BUS SHELTER.

 
Cllr Simpson had not been able to move forward regarding warranty for the bus shelter. It was proposed that this be sanded down and repainted. Part of the grant funding from ELDC would be used for the materials for painting the bus shelter.
13/2022 PLANNING APPLICATIONS
 
N/149/00220/22 - Extension to existing dwelling to provide a study, w.c. and garage/workshop with storage for domestic use on the first floor. GRANGE FARM HOUSE, INGS LANE, SCAMBLESBY, LOUTH, LN11 9XT

 
The Parish council supported the application.
14/2021 DEFIBRILLATOR
 
The parish council noted that new paediatric pads had been delivered and installed.

 
15/2023. Platinum Jubilee Celebrations

 
Cllr Gleeson reported on proposals for Jubilee Celebrations. The Parish council was asked for a donation towards the jubilee celebrations. Proposed Cllr Simpson, seconded Cllr Duncumb that the Parish Council make a donation of £200 towards the celebrations. This would be paid at the May meeting.
16/2022. TO DISCUSS THE ENTRANCE TO ST MARTIN’S CHURCH
 
The clerk would liaise with highways to request them to assess the entrance to St Martin’s Church.
 
17/2022. The next meeting would include the Annual meeting with Parishioners and Annual Parish Meeting. This would take place on Thursday 26 May 2022.
 
The meeting closed at 8.45pm.
 
The above meeting took take place at the Wolds Methodist Centre, Chapel Lane, Scamblesby and complied with Covid 19 regulations and in all respects to the conditions of hire the of the facility.
