NOTES OF MEETING
Minutes of the meeting held at Scamblesby Village Hall on Wednesday 20 September 2023 commencing at 7.30pm.
Present: Cllr J Duncumb (Vice Chairman and Chairman for this meeting), Cllr P R Myers, Cllr D Simpson

PUBLIC FORUM – Public Participation (maximum 10 minutes)
There was no public forum as there were no members of the public.
25/2023 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
Apologies were received from Cllr Gleeson and Cllr Turbin.
26/2023 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act.
27/2023 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 7 JUNE 2023.
Cllr Simpson proposed, Cllr Myers seconded acceptance of the minutes. Cllr Duncumb signed the minutes.
28/2023 CHAIRMAN'S REMARKS AND CLERKS REPORTS
A parishioner had sent correspondence raising the issue of the telephone kiosk and also asking about the enquires made regarding costings for white speed deterrent gates. The clerk had researched the cost of the white gates. The clerk at West Ashby had advised that the estimated costs had been £3000 per set of gates plus £1400 installation costs. The Parish council had looked into costings previously and would advise the parishioner of the costs. The Parish Council resolved that these costs exceeded the current finances of the Parish Council. The telephone kiosk and bus shelter repairs would be addressed in the Spring.
The hole in the road near the old shop had been repaired.

21/2023 TO DISCUSS THE REFURBISHMENT OF THE TELEPHONE KIOSK
In response to the issue raised by a parishioner, the Parish Council is conscious of the position regarding the refurbishment required to the telephone kiosk. The Parish council had put out a call for volunteers but the only response was from the parish councillors and some work had taken place. The Parish Councillors had agreed to undertake this project. As adverse weather is approaching the project would be postponed until the Spring. The kiosk would be wrapped up for the winter. Discussion took place regarding employing a contractor. However the task was not a simple paint job and the job description would include a clear specification to ensure longevity of the project. Cllrs would source a quote from a responsible contractor. Councillors noted that employment of a contractor was not in the current budget.
22/2023 TO DISCUSS THE CONDITION OF THE BUS SHELTER.
The bus shelter would also be addressed by a working party in the spring.
23/2023. PLANNING APPLICATIONS
N/149/00221/23. CAWKWELL HOUSE, CAWKWELL HILL, CAWKWELL, LOUTH, LN11 9SG. Listed Building Consent - Extension, internal and external alterations to the existing dwelling to provide additional living accommodation.
The parish council had no comment to make.
N/149/00220/23 CAWKWELL HOUSE, CAWKWELL HILL, CAWKWELL, LOUTH, LN11 9SGPlanning Permission - Extension and alterations to the existing dwelling which is a Grade II Listed building to provide additional living accommodation.
The parish council had no comment.
24/2023 RESITING OF INTERPRETATION BOARD
The interpretation board had been removed from the Methodist Hall and is in storage ready to be attached to the bus shelter. As the bus shelter is already in situ and insured there would be no planning requirements or additional insurance costs.
25/2023. REQUEST FORM LCC FOR THE PARISH COUNCIL TO SURVEY THE DRAINS IN THE VILLAGE
LCC had requested that the parish council survey the drains and gulleys in the village and check these against the details held by LCC. The clerk would email the link to the map to councillors so that they could verify the details held.
26/2023 DATE OF NEXT MEETING
The next meeting would take place in December.
The meeting closed at 8.10 pm.
