NOTES OF MEETING
Minutes of the meeting held at Wolds Methodist Centre, Chapel Lane, Scamblesby on
Monday 6 February 2023 commencing at 7.30pm.

PUBLIC FORUM – Public Participation (maximum 10 minutes)
Chairman opened the public forum and reminded attendees that the purpose of the meeting was to gather views from attendees to allow the PC to write our comments back to District Council. He remined people that the PC wa only a consultee and not a planning body and that all interested parties had a write to make comment on the Planning forum which has been extended until 11 Feb to allow this meeting to take place.
The applicant made a statement to the council which basically described his application in his own words and stressed the site was for the private use of himself, his family and close friends. He stated he had no intention of leaving dogs unattended over night and shooting activity would be limited.
Most other attendees spoke at some point during the meeting with many voicing objections to the perceived impact to either their businesses or the noise and disturbance to the tranquillity of the valley.
Once all views had been aired and responded to the Chairman thanked the applicant and the attendees for their time and closed the public session.
In closed session the Council agreed the comments to be submitted back to the District Council:
1/2023 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
No apologies were received.
2/2023 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act.
None were received.
3/2023 Planning applications. N/149/02233/22. Planning Permission - Change of use of land to provide a mixed use of wildflower meadow, gun dog training field, gun dog training pen and pheasant pen. Erection of a detached building to provide kennels, equipment store and utility room. Erection of boundary fences to the maximum height of 2 metres. LOCATION: LAND AT, INGS LANE, SCAMBLESBY
The Parish Council agreed the comments to be submitted back to the District Council:
There has been a great deal of representation to council ref this application with the vast majority of residents expressing deep concerns. The Parish Council support the positive elements of this application in particular the parts that support re-wilding and the encouragement of wildlife around the proposed site. We also note that the applicant is attempting to provide a sympathetic style of building that would be less intrusive than more agricultural options available to him. However, we do have severe reservations about the proposed height and style of fencing proposed as we do not feel this is in keeping with the open nature of the site. Additionally, we can not help but feel that an unattended building with machinery present will sadly generate opportunities for crime.
If the District Council are minded to grant this planning application the Parish Council would ask that consideration is given to the inclusion of the following clauses:
The development is strictly for private use of the applicant and his family and deemed not suitable for commercial development of any type on any part of the application site.
The development of or use of accommodation on any part of the application site in connection with or the use of the application site is prohibited.
No animals apart from grazing animals are left alone on any part of the application site overnight and in particular the kennelling of dogs overnight is prohibited. This is in part to remove the risk of dog barking nuisances and the risk of theft of such animals.
Any buildings or structures approved and so permitted to be built on any part of the application site are not used for the breeding of dogs, cats or mammals.
In the interests of the AONB no caravans / mobile homes permitted for storage on any part of the site.
