NOTES OF MEETING
 
 
Minutes of the meeting held at Wolds Methodist Centre, Chapel Lane, Scamblesby on
Wednesday 8 March 2023 commencing at 7.30pm.
 
Present: Cllr J Duncumb, Cllr R Gleeson, Cllr D Simpson, Cllr P R Myers,
In attendance , Mrs V Davies, Clerk

PUBLIC FORUM – Public Participation (maximum 10 minutes)
 
There was no public forum as there were no members of the public.
 
1/2023 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
Apologies were received from Cllr J W Turbin
 
2/2023 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act.
 
Cllr Duncumb and Cllr Gleeson declared an interest as the landowner had serviced their boilers. .
 
3/2023 CHAIRMAN'S REMARKS
 
The Chairman thanked all councillors for their support during the recent planning meeting.
 
4/2023 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 7 DECEMBER 2023 AND 6 FEBRUARY 2023.
Cllr Simpson proposed, Cllr Gleeson seconded acceptance of the minutes. Cllr Gleeson signed the minutes.
 
5/2023 TO APPROVE THE PAYMENTS FOR MARCH 2022
 
Cllr Simpson proposed, Cllr Gleeson seconded and Cllrs unanimously approved the following payments:-

The bank statement reconciliation had been verified by councillors. Cllrs noted the expenditure v budget report.

 
6/2023 ELECTION PROCESS
Councillors completed their nomination forms for the Parish Elections. Cllr Gleeson would deliver the forms into East Lindsey District council.

 
7/2023 PREPARATION FOR INTERNAL AUDIT

 
TO RATIFY FINANCIAL REGULATIONS
Proposed Cllr Gleeson seconded Cllr Simpson and agreed by all Cllrs to ratify the Financial Regulations

 
TO RATIFY RISK ASSESSMENT
Proposed Cllr Gleeson seconded Cllr Duncumb and agreed by all Cllrs to ratify the risk assessment.

 
TO RATIFY ASSET REGISTER
Proposed Cllr Gleeson seconded Cllr Myers and agreed by all Cllrs to ratify the Asset Register.

 
8/2023 TO DISCUSS THE REFURBISHMENT OF THE TELEPHONE KIOSK

 
Cllr Gleeson had obtained paint and would progress completion of the work.

 
9/2023 TO DISCUSS THE CONDITION OF THE BUS SHELTER.

 
Cllr Simpson would make the necessary refurbishments to the bus shelter.

 
10/2023 PLANNING APPLICATIONS
 
N/149/00326/23. Cawkwell House, Cawkwell Hill, Cawkwell, Louth, LN11 9SG. Listed Building Consent - Internal and external alterations to the existing coach house to provide a dwelling. Councillors supported the application.
N/149/00221/23 Cawkwell House, Cawkwell Hill, Cawkwell, Louth, LN11. Listed Building Consent - Extension, internal and external alterations to the existing dwelling to provide additional living accommodation.. Councillors Supported the application.

 
N/149/00220/23. Cawkwell House, Cawkwell Hill, Cawkwell, Louth, LN11 9SG Planning permission - extension and alterations to the existing dwelling which is a grade ii listed building to provide additional living accommodation. Councillors supported the application.

 
To Note.
N/149/02233/22 LAND AT INGS LANE, SCAMBLESBY. Planning Permission - Change of use of land to provide a mixed use of wildflower meadow, gun dog training field, gun dog training pen and pheasant pen. Erection of a detached building to provide kennels, equipment store and utility room. Erection of boundary fences to the maximum height of 2 metres.
The Parish Council had submitted comments to the planning department.
 
11/2023 ANY OTHER BUSINESS
 
To review the rent for the field. Cllrs reviewed the rent for the field. It was agreed
that the rent would remains the same as last year (£180).
 
The clerk would report the issue of the flooding in the road to highways.
 
12/2023 DATE OF NEXT MEETING. Wednesday 17 May. The Annual meeting with Parishioners would commence at 7pm. The annual meeting of the Parish Council would follow on at approximately 7.30pm -7.45 pm.
 
 
The meeting closed at 8.36 pm.
 
The above meeting took take place at the Wolds Methodist Centre, Chapel Lane, Scamblesby and complied with Covid 19 regulations and in all respects to the conditions of hire the of the facility.
