NOTES OF MEETING
 
 
Minutes of the meeting held at Scamblesby Village Hall on Wednesday 6 December 2023 commencing at 7.30pm.
 
Present: Cllr P R Myers, Cllr D Simpson (Chairman for this meeting), Cllr Turbin.
 
In attendance , Mrs V Davies, Clerk

PUBLIC FORUM – Public Participation (maximum 10 minutes)
 
There was no public forum as there were no members of the public.
 
35/2023 ELECTION OF CHAIRMAN FOR THE MEETING
 
Proposed Cllr Turbin, seconded Cllr Myers to appoint Cllr Simpson as Chairman for the meeting only.
 
36/2023 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
Apologies were received from Cllr Gleeson and Cllr J Duncumb
 
37/2023 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act.
 
There were no declarations of interest.
 
38/2023 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 20 SEPTEMBER 2023.
 
Cllr Simpson proposed, Cllr Myers seconded acceptance of the minutes. Cllr Simpson signed the minutes.
 
39/2023 CHAIRMAN'S REMARKS AND CLERKS REPORTS
 
All items were discussed within the minutes.
 
40/2023 TO APPROVE THE PAYMENTS FOR DECEMBER 2023
 
Cllr Simpson proposed, Cllr Myers seconded and Cllrs unanimously approved the following payments:-

NALC PAY AWARD
Cllrs agreed to the increase in the salary scales as per the NALC national salary award backdated to 1 April 2023 as recommended by NALC. Proposed Cllr Simpson, seconded Cllr Turbin and agreed by all Cllrs.
TO AGREE THE BUDGET FOR 2024-2025
Proposed Cllr Simpson, seconded Cllr Myers and approved by all Councillors to agree the budget for 2024-2025 with a precept of £2600. RESOLUTION: The Parish Council agreed to set a precept of £2600.
41/2023 TO DISCUSS THE REFURBISHMENT OF THE TELEPHONE KIOSK
 
Discussion took place regarding the supply of electricity to the phone box. Cllr Myers had obtained a quotation for £478.44 (including VAT) to remove the electricity supply from the telephone box. As this posed a hazard the Parish Council resolved that the clerk would contact the National Grid and request them to organise the works urgently. The clerk would request a certificate to confirm work had been completed.
 
42/2023 TO DISCUSS THE CONDITION OF THE BUS SHELTER.
The bus shelter would also be addressed by a working party in the spring.
 
43/2023. PLANNING APPLICATIONS
There were no applications.
 
44/2023 EAST LINDSEY LOCAL PLAN – SERVICES AND FACILITIES REVIEW
 
The Clerk would respond to a survey on amenities and highlight that the Pre School is open, the Methodist Chapel is a private dwelling and there is no mains drainage.
45/2023 DATE OF NEXT MEETING
The next meeting would take place in March.
The meeting closed at 8.15 pm.
