Minutes of the Annual meeting held at Wolds Methodist Centre, Chapel Lane, Scamblesby on
Thursday 30 September 2021 commencing at 7.30pm.

27/2021 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
Apologies were received from Cllr R.Geeson Cllr J W Turbin.
 
28/2021 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act. None received.
 
29/2021 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 7 JUNE 2021.
Cllr Simpson proposed, Cllr Duncumb seconded acceptance of the minutes. Cllr Simpson signed the minutes.
 
30/2021 PUBLIC FORUM – Public Participation (maximum 10 minutes)
 
There were no members o the public present.
 
31/2021. TO APPROVE THE PAYMENTS FOR SEPTEMBER 2021
 
Cllr Turbin proposed, Cllr Duncumb seconded and Cllrs unanimously approved the following Payments

Cllrs noted that a cheque book was currently unavailable and the payments would be made by cheque or bank transfer as soon as possible.
 
32/2021) TO NOTE THE INTERNAL AUDIT 2021
The Parish Council has noted the report of the internal auditor and makes the following comments.
Note A.
 
No evidence of ongoing books or spreadsheets.
 
A new clerk had taken over after the financial year end. The new clerk had supplied documents to the internal auditor but not the spreadsheet document only a print out. Spreadsheets were kept showing accounts in the previous financial year and this will continue. Scamblesby has very few payments from their accounts but follows the financial regulations in keeping a spreadsheet of income and expenditure.
 
Note B
 
Invoice related to office expenditure of £2.59 missing. This error will be due to the change over of clerk. In future all invoices will be securely maintained.
 
Objectives M and N.
 
Although they could not be located by the internal auditor, the dates for the exercise of Public Rights have been on the website since 8 June 2021 under the document. Public Rights to Inspect 2021 and contained within the minutes of 7 June 2021.
 
Other Information.
 
The Annual Governance and Accountability return requires that the value of fixed assets to be shown at the purchase price.
 
33/2021 WESTERN POWER DISTRIBUTION. TRANSFORMER
 
Cllrs noted the Transformer notification from Western Power distribution
 
34/2021 PLANNING APPLICATIONS
 
N/149/02017/21. HIGHFIELD HOUSE, INGS LANE, SCAMBLESBY, LOUTH, LINCOLNSHIRE, LN11 9XT. Construction of a manege to include fencing to a maximum height of 2.2 metres and 12 no. lighting columns to a maximum height of 5.0 metres.
 
The Parish council approved the application.

N/149/01541/21 - LOCATION: BEECH HOUSE, NEW MAIN ROAD, SCAMBLESBY, LOUTH, LINCOLNSHIRE, LN11 9XH. Approved. Single storey side extension to existing
dwelling to provide additional living accommodation. Approved.
 
35/2021 DEFIBRILLATOR
 
The parish council noted that new paediatric pads were needed for the Defibrillator. Action Clerk to find out the procedure for ordering the pads. Cllr Simpson would order the pads.
 
36/2021 ANY OTHER BUSINESS
 
Discussion would take at the next meeting as to the future of the phone box. This would be an agenda item at the next meeting.
 
The condition of the bus shelter was discussed. Cllr Simpson would pursue the warranty for the bus shelter as the company had now gone out of operation.
 
The next meeting would take place on 2nd or 9th December. Clerk to email councillors to verify which date is convenient.
 
The meeting closed at 8.22pm.
