NOTES OF MEETING
 
 
Minutes of the Annual meeting held at Wolds Methodist Centre, Chapel Lane, Scamblesby on
Thursday 2 December 2021 commencing at 7.30pm.

37/2021 APOLOGIES FOR ABSENCE AND REASONS GIVEN.
Apologies were received from Cllr J Duncomb, Cllr J W Turbin.
 
38/2021 DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act. None received.
 
39/2021 CHAIRMAN'S REMARKS
 
 
Cllr Simpson had attempted to contact LCC about the warranty for the bus shelter. If there was no progress Cllr Simpson volunteered to resolve by using primer and repainting.
 
There had been problems issuing cheques due to the cheque book being stolen during a house break- in. A replacement cheque book had now been received. Cllr Simpson had been into the bank to progress adding on Mrs V Davies as clerk and to request that bank statements be sent to the new Clerk. The bank has now printed statements and statements will be posted to the clerk in the future. During the discussions with the bank, the bank stated that they had no record of Cllr Gleeson on the list of signatories even though he had been into the bank with the relevant forms to add himself on as signatory. In the meantime the clerks salary cheque was returned unpaid. The bank advised that this was because Cllr Gleeson was not a signatory. After investigation, the bank then agreed that Cllr Gleeson was indeed a signatory and there was no valid reason why the cheque had been returned. The bank provided further reasons for the returned cheque that possibly the signatures did not match those on record or that the signatures were too close together. Cllrs would sign a replacement cheque for the clerks salary 1.6.21 to 30.9.21.
 
40/2021 TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 30 SEPTEMBER 2021.
Cllr Simpson proposed, Cllr Gleeson seconded acceptance of the minutes. Cllr Simpson signed the minutes.
 
41/2021 PUBLIC FORUM – Public Participation (maximum 10 minutes)
 
There were no members o the public present.
 
42/2021. TO APPROVE THE PAYMENTS FOR SEPTEMBER 2021
 
Cllr Simpson proposed, Cllr Gleeson seconded and Cllrs unanimously approved the following Payments:-

Cllrs had reviewed the bank reconciliation and reports of budget v actual expenditure..
Cllrs completed a new bank mandate as this is the only way that names and signatories can be removed from the bank account. The mandate was signed by the Chairman and the Clerk/Responsible Financial Officer.
 
43/2021 TO DISCUSS THE REFURBISHMENT OF THE TELEPHONE KIOSK.

 
Cllr Gleeson reported that the school is keen to be involved and take on the running of the converted telephone kiosk which is currently owned by a charity. The charity are happy to hand over to the community. However the Parish council would have to take on the liability for the repairs to the phone box. A quotation from one supplier is circa £1500. Shelves would then be put in to enable a book and game exchange.

 
It was proposed that Cllr Gleeson contact the charity to ask if a refurbished door could be obtained and if the charity could provide any donations e.g. paint. Further investigation was required regarding proposed conveyancing costs, and power to the Kiosk. A grant from Cllr Andrews at ELDC was available for £300. The Parish Council completed the grant form to include Maintenance works to phone box and bus shelter.

 
44/2021. TO DISCUSS THE CONDITION OF THE BUS SHELTER.

 
Cllr Simpson would verify if there was a warranty on bus shelter. If this was not the case he would prime and repaint as required.

 
45/2021 TO AGREE THE BUDGET AND SET THE PRECEPT 2022-2023
 
Cllrs agreed the budget and to set the precept at £2170 (a 3.36% increase). This was due to the increasing costs.
 
The Parish council agreed to allocate £1500 towards the refurbishment of the phone box and apply for a grant from ELDC

BISCATHORPE OIL DRILLING OPERATIONS. LCC PLANNING & REGULATION COMMITTEE MEETING - 1st NOVEMBER 2021. Application PL/0037/21 For a side-track drilling operation, associated testing and long-term oil production. Rejected.

WILLMEAD, MILL LANE, SCAMBLESBY, LOUTH, LINCOLNSHIRE, LN11 9XP , Planning Permission - Two storey side extension and alterations to existing dwelling to provide additional living accommodation and change of facing materials. Existing conservatory to be demolished. Provision of a rear garden terrace / decked area (works already commenced). Approved
47/2021 DEFIBRILLATOR
 
The parish council noted that new paediatric pads were needed for the Defibrillator. The clerk was liaising with the co-ordinator.
 
48/2021 EMAIL CORRESPONDENCE TO INCLUDE ALL COUNCILLORS.
 
Cllrs resolved to include all councillors in future email correspondence.
 
49/2021. The next meeting would be arranged in March 2022.
 
The meeting closed at 9.pm.
